171. Editorial Note
Presumably as a result of the National Security Council Executive Committee meeting on January 25, a European Policy Review Group began meeting on January 28. Chaired by Ball and including Thompson, Rostow, Kitchen, Nitze, Kaysen, and from the Joint Chiefs of Staff, General Goodpaster, the group met “to review procedures for political consultation and the military relationships of the US and Europe.” Only records for four meetings of the group (January 28, 29, 30, and 31) have been found and they show that a wide variety of opinions were expressed on changes that might be made in the political, economic, and military relations between the United States and Europe.
