155. Editorial Note

In a February 15, 1962, letter to Chairman Khrushchev, President Kennedy wrote that he had concluded that negotiations on Berlin would be protracted but believed that, over the longer term, agreement might still be reached. In the meantime, he argued, neither side should undertake any step which could lead to an increase in tensions over Berlin. The President also mentioned the possibility of creating an international commission with East German participation which would supervise access to Berlin.
