88. Editorial Note

On January 16, Leo Hoegh, Director of the Office of Civil and Defense Mobilization, advised the Department of Defense that two turbines for the Greers Ferry Dam in Arkansas should be purchased from a U.S. firm rather than from a British manufacturer which had submitted a lower bid. Hoegh based this decision on the national security exemption of Executive Order 10582. E.O. 10582, issued on December 17, 1954, outlined the procedures for implementing the “Buy American” Act of 1933.
