211. Editorial Note
On January 6, 1961, Secretary Herter submitted a report to President Eisenhower on foreign policy during Eisenhower’s presidency. Herter included the following among the accomplishments listed in the report’s summary: participation in the establishment of the United Nations Special Fund; creation of the Development Loan Fund; efforts to encourage private investment in lesser developed countries, including the Investment Guaranty Program, negotiation of treaties creating a more favorable environment for private investment abroad, assistance to nations founding development banks and productivity centers, and participation in the creation of the International Finance Corporation; establishment of the International Development Association; and the restructuring of the Organization for European Economic Cooperation into the Organization for Economic Cooperation and Development.
