212. Editorial Note
On April 13, 1959, President Eisenhower sent Chairman Khrushchev a letter in which he recommended that in the absence of Soviet agreement to controls that would be effective in environments where all nuclear tests might be conducted, a phased agreement providing for discontinuance of tests in the atmosphere up to 50 kilometers should be agreed upon. This agreement could be expanded as the political and technical problems associated with control of nuclear testing in outer space and underground were resolved at Geneva.
