166. Editorial Note
Early in the morning of September 17, having failed to adopt a resolution on the situation in the Congo, the U.N. Security Council voted to request a special emergency session of the U.N. The Fourth Emergency Special Session of the U.N. General Assembly convened at 8 p.m., September 17, and ended in the early morning of September 20. Documentation on the session is scheduled to be published in a forthcoming volume.
