184. Editorial Note
On January 7, the White House announced that President Eisenhower had appointed James P. Richards as Special Assistant to the President with the personal rank of Ambassador to advise and assist the President and the Secretary of State on problems of the Middle Eastern area. In particular, Richards was commissioned to head a special group of Department of State, Department of Defense, and International Cooperation Administration officials to implement certain aspects of U.S. Middle Eastern policies.
