479. PriMin told me (re Deptel 368, Aug 20) this eve that his program is in fol order:

1. To put the internal sit straight.

2. To negotiate for Middle East def.

3. To reach agrmt with Israel.

At this point I must remind Dept with emphasis that during the first winter after my arrival here under Sirry Govt I was able to persuade Sirry and the Palace to promise to try reach agrmt with Israel and that on two occasions leaks came out to Tel Aviv and the Egypts dropped the whole business like a very hot brick.
