On January 25, President Eisenhower approved NSC 5404/1, “U.S. Policy on Berlin,” which superseded NSC 132/1, Document 547. Insofar as it dealt with the German Democratic Republic, the policy outlined in NSC 5404/1 was based on an assessment of the opportunities and vulnerabilities facing the Soviet Zone by virtue of Berlin’s special position.
