Editorial Note
On August 22, 1952, Under Secretary of State Bruce sent a personal telegram to Ambassadors Gifford, Dunn, Draper, Bunker, Kennan, and Donnelly, informing them of his desire to hold a meeting in London at which the present situation in Europe would be examined in order to make recommendations to the Secretary of State for further steps which the United States might take to strengthen its position. Bruce stated his intention of keeping the number of participants small and outlined a tentative agenda.
