404. Secretary General Van Tuyll told me yesterday he thought Van Kleffens now had assurances of the necessary majority to elect him President of General Assembly. I told him I thought we had carefully observed our assurances that we would do no lobbying for Prince Wan or against Van Kleffens. He agreed that this had been the case and expressed appreciation. I remarked laughlingly that our [Page 592] decision so painful to the Dutch had cost them one vote (American) but had probably produced at least six others—India and the Soviet bloc.
