239. Understand External Affairs telegraphed yesterday aide-mémoire1 for presentation to Dulles containing proposals for US consideration for inclusion in Japanese treaty. From viewpoint domestic politics these proposals will record government diligence in seeking protect Australia from Japanese resurgence but as indicated during Dulles visit completion of mutually satisfactory Pacific security arrangement would be expected have bearing on government’s final position respect Japanese treaty. Recent conversations indicate no change this atmosphere and still seems degree to which Australian Government will press treaty proposals dependent in large measure on success security negotiations.

Spender now plans arrive Washington early May via London.2
