Editorial Note

On July 19, 1950, President Truman submitted a special message to the Congress reporting on the situation in Korea. The President indicated in the course of his statement that in view of the possibility of armed aggression in areas other than Korea, he had already directed the speeding up of military aid to the Associated States of Indochina and to the forces of France in Indochina.
