NSC 5520, “U.S. Scientific Satellite Program,” was discussed by the National Security Council at its May 26, 1955, meeting and approved by the President on May 27. The potential for intelligence collection was a major factor in the decision to proceed with satellite development. NSC 5520 is printed in Foreign Relations, 1955–1957, volume XI, pages 723–732.
