The Chargé in the Philippines (Hester) to the Secretary of State

Manila, August 15, 1949—4 p. m.

1963. As Department aware, Korean authorities’ views regarding proposed Pacific Union appear approximately same as those of Chiang Kai-shek whereas Romulo is attempting give union SEA¹ orientation and non-military interpretation. Officer Embassy has discussed with Ambassador Romulo his refusal Foreign Minister Limb’s invitation visit Korea (Embtel 1961, repeated Seoul 18, August 15²). Romulo intimated he does not wish visit Korea now because it would embarrass his efforts disassociate union from Chiang–Quirino and Chiang–Rhee talks.
