Memorandum of Conversation, by the Assistant Chief of the Division of Chinese Affairs (Freeman)
Mr. Tsui1 called today at his own request and brought up the matter of the recent talks between the Generalissimo and Quirino. He referred to the joint release which was made at the conclusion of the talks in Baguio and stated that the Chinese Government was anxious to have the moral support and sympathy of the U.S. Government for the objectives and aims expressed by Chiang and Quirino.
In response I referred to the Secretary’s statements to the press with regard to the Baguio conference at which time he indicated that the U.S. Government was not unsympathetic toward the desires of nations in the Far East to align themselves against the spread of Communism. I pointed out, however, with regard to the conclusion of a “Pacific Pact” along the lines of the Atlantic Pact, that the Secretary had stated that his views on this subject remained as he had indicated on May 18, namely, that the time was not appropriate for the conclusion of such a pact among the nations of the Far East.
