1033. 1. Survey team composed of Bond,1 Chairman, representing Director of MDAP, and Col. Lawson, representing Def will arrive Seoul about Dec 13, Bond leaving Wash by NWA plane Dec 10 and Lawson flying from Manila. Purpose is to discuss proposed MAP for 1950.

2. Mission survey team is:

A.
Discussion with Amb and Chief KMAG re objectives and content of proposed program. Dept suggests Amb will want to review carefully all aspects of proposed program and Bond will be fully briefed on subjs Amb shld review.
B.
After above discussions and at discretion Amb, tentative program may be sched at staff level with Reps, ROK. Team will:
(1)
Ascertain degree to which program fits requirements and views ROK.
(2)
Pave way for formulation of firm list of quantities of items equip and supplies Korea.
(3)
Estab basis for subsequent action in Wash in drawing up tentative lists major or high priority items which can be subject prompt supply action.

3. Team wil not make any commitments concerning any aspect of program.

4. Discussion with ROK will not embrace any ref to cost or value of items to be supplied nor to estimated dates of delivery.

5. Coordination and scheduling of discussions and activities of team will be controlled by Amb in consultation with Bond, who will attend all meetings including mil discussions.

6. First mtg with ROK, if such are held shld be conducted by Amb or senior Pol officer Emb. Bond will review with Amb, subjects which Amb shld make clear to ROK Reps.

7. Anticipated team shld complete mission within week after arrival, then return Wash promptly,2
