The Ambassador in Korea (Muccio) to the Secretary of State
1285. Pass to USGADel.1 Department’s attention invited following extract from Pyongyang broadcast in Korean to Korea October 14, 6 a. m. (as translated):
“The Government of the Democratic Peoples Republic of Korea furthermore considers it necessary to declare as follows: ‘In the event [Page 1088] that the United Nations should continue in the future to recognize only the greedy interests of the group of a handful of renegades and traitors of the Korean people while disregarding the will and aspirations of the Korean people, the Korean people will consider it only their right not to suspend but to continue their struggle, mobilize every means at their command to force out the United Nations Korea Commission immediately from Korea and unify their fatherland on their own as a democratic, independent state.’
“Mr. Secretary General,2 I hope you will pass this statement to all the member nations of the United Nations. With my respects, Pak Hun Yong, Minister of Foreign Affairs of the Democratic Peoples’ Republic of Korea, October 14, 1949, Pyongyang, Korea.”
Foregoing quotation purportedly part of message sent UN SYG and General Romulo3 in behalf northern regime. It felt here threat contained in quoted extract should be borne in mind in connection expected Soviet attacks during plenary discussion Korea issue. Attention also invited Pyongyang broadcast of October 19 quoting so-called report of the “Investigation Committee of the Democratic Front for the attainment of Unification of the Fatherland” on “findings” on armed clashes along 38th parallel. According Pyongyang radio foregoing “report” sent UN SYG under date October 11. Foregoing report purports describe long series of clashes allegedly taking place along thirty-eighth parallel on initiative ROK Armed Forces.
Embassy has checked Pyongyang accounts of clashes and finds most of them appear to have been clashes initiated by North Korean Forces during past several months. Embassy assumes foregoing Pyongyang radio casts available either through FBIS monitoring or SYG’s office. If not Embassy will be glad transmit if so instructed.
