Characteristics of the Yugoslav Communist regime and its conflict with the Soviet Union and the Eastern European satellite states were analyzed and commented upon, particularly in terms of American [Page 984] policy alternatives with respect to Eastern Europe in document NSC 58/2, “United States Policy Toward the Soviet Satellite States in Eastern Europe”, December 8, page 42. Assessments by the Department of State and by the Embassy in the Soviet Union regarding the relationship of the Yugoslav problem to overall Soviet foreign policy and prospects were included in telegrams 904, December 9, to Moscow and 3062, December 9, from Moscow, pages 54 and 681.
