Editorial Note
Between December 6 and 14, 1948, United States, British, and French Delegations held a series of talks on reparations and dismantlement problems at the British Foreign Office in London. The United States was represented by Ambassador Douglas, members of the Industrial Advisory Committee of the Economic Cooperation Administration (the Humphrey Committee), Assistant Secretary of State Saltzman, Special Assistant Reinstein, E.C.A. Administrator Hoffman, and others. The United Kingdom Delegation was headed by Roger Stevens and the French Delegation was headed by Hervé Alphand. For documentation on these talks, see pages 841–851.
