The Ambassador in France (Caffery) to the Acting Secretary of State
5847. Referring to his protest against recent action taken by military commanders at Frankfurt concerning the Ruhr, Schuman said he realizes full well that a good part of French policy towards Germany is not realistic (but the French people in general do not realize that); he knows furthermore that France will have to abandon at least some of her positions in connection with Germany. He said also that in no event would he accept Russian participation in any form in the Ruhr.
What he did resent more than anything else he added was the “timing” of the Frankfurt “affair”.
