1817. For Douglas from Saltzman. As you know, Dept has been prepared to approve your position as outlined in Delsec 1727 May 101 and urtel 2062 May 12.2
Although we prefer your language in Delsec 1727 on coordination of Ruhr allocations with OEEC programs, we have no objection to following:
“The international authority, in making its findings, shall give every consideration to the approved programs of OEEC for recovery of the participating countries.”
We understand US Delegation is insisting on some form of agreement to express principle that US shall control German vote on Ruhr authority. Please wire text. Are we correct in understanding that it represents a reversal of USDel position expressed in Delsec 1727 May 10?
If agreement re Ruhr cannot be obtained on basis above proposals, please refer matter to Dept for further consideration. [Saltzman.]
