316. This Govt’s position in respect of Nicaraguan recognition question has been made abundantly clear in previous telegrams and circulars. Our policy has not beeen changed. We do not wish to influence in any way what Costa Rica may do. We have consistently resisted repeated efforts to have this Govt indicate what type of a solution to Nicaraguan problem would be acceptable. It is hoped that our action in either recognizing or not recognizing a Nicaraguan govt can be in harmony with similar action by a broad cross section of the other American govts.
