467. From Agriculture. Your 766, Aug 5.38 We will make every effort to provide from the United States essential requirements of wheat in event Argentina refuses to supply. However, Government should be impressed with desirability of maintaining flow from Argentina and controls on domestic consumption. Allocation of 8,000 long tons wheat flour to Bolivia in Sept now under favorable consideration, and decision expected in 5 days.
