The Chargé d’Affaires ad interim has the honor to refer to the Department’s confidential instruction No. 401 of April 26, 1946,48 accompanied by a list of 24 spearhead firms of which 11 are indicated to be completely eliminated, 11 are indicated to be in the process of elimination, and 2 are shown to be in operation and against which no action has been taken.

There has been no change in the legal status of those in process of liquidation since Embassy’s despatch No. 999 was sent February 11, 1946.48 However, Sr. Javier Vargas, Liquidator, Superintendency of Economy, states that in most of the particular cases the firms in the process of elimination are practically eliminated in that they are not in operation and all that remains is the settlement of minor claims or final approval of their liquidation. Casa Welsch is the only exception to this status.

There is no change in the status of the two spearheads against which no action has been taken, and it seems certain that these firms will continue as far as the Peruvian authorities are concerned.
