General Marshall to Colonel Marshall S. Carter

1726. I concur in the view expressed in the next to the last sentence of 84773.83 I regard the Aid to China Bill as indispensable to the planned establishment of an effective National Army. It should be given a high priority so that immediate consideration by Congress [Page 766] will be possible when permitted by the political situation in China.84

I will reserve decision as to the amount of pressure to be exerted until Congress convenes. Can actual consideration of the bill be deferred without the priority being forfeited?
