The Representative of the Soviet Union at the United Nations (Gromyko) to the Secretary-General of the United Nations (Lie)26
On behalf of the Government of the Union of Soviet Socialist Republics I ask you to take steps in order to postpone the date of the meeting of the Security Council from 25 March to 10 April. The question which was raised by the Iranian Government before the [Page 367] Security Council is unexpected for the USSR Government, since the negotiations between the Iranian Government and the Government of the USSR are being conducted at the present time.
I In view of the above, the Government of the USSR is not prepared now to take part in the discussion of the question raised by the Iranian Government in the Security Council. In order to secure the necessary preparation of the Government of the USSR to participate in the consideration of this question in the Security Council, naturally, some time is required. That is why the Government of the USSR suggests postponing the meeting of the Security Council until 10 April.
