I. Records of Previous Meetings
The Council approved the records of its 19th, 20th, 21st and 22nd Meetings.
II. Newt Meeting of the Council
It was agreed to hold a private meeting on the same day at 9:45 p.m., in the office, and under the chairmanship of Mr. Byrnes.
III. Further Work of the Deputies
It was agreed that the Deputies would examine the questions still outstanding in the draft treaty with Finland and report to the Council.
IV. Draft Treaty With Roumania. (C.F.M. (D) (46) 182).35
1. Danube
After an exchange of views on the texts proposed by the U.K. Delegation (C.F.M.(46) 148)36 and by the Soviet Delegation (C.F.M.(46) 135),37 the Council decided to adjourn the discussion of this question.
2. Restitution (Art. 23 and Appendix I, Part II, 1, 2)38
Referred back to the Deputies for further discussion on the wording proposed by the Soviet Delegation namely:
“The Roumanian Government and the Government entitled to restitution may conclude agreements to take the place of the provisions of the present article”,
to be inserted after the text proposed by the U.S. Delegation and contained in para. 1 of Part II.
3. United Nations (Appendix II, Part 111, 5.)39
The Council instructed the Economic Committee to submit a report on this question by 27th June.
4. General economic clauses. (Article 33.)40
After an exchange of views, the Council decided to adjourn the discussion of this question.
