Memorandum by the Secretary of State to the Director of the Office of Far Eastern Affairs (Vincent)

Mr. Vincent: The President has approved the statements given to me.32 I have told him to hold them and unless he hears from me to the contrary to use them. If Marshall makes any suggested changes such changes must be communicated to the President.
The President also approved our memorandum to the War Department.
