446. Please deliver a careful paraphrase of the following message from Ambassador Hurley to Chou En-lai:
“Dear General Chou: Thanks for your frank and clear message.56 I shall be glad to present the subject suggested by you. I hope that no final conclusions on these matters will be made until after my return unless you reach a mutual agreement in the meantime. If you have not reached an agreement before my return, I shall have an opportunity to discuss the subject fully with both parties. Patrick J. Hurley”
