The Ambassador in the Soviet Union (Harriman) to the Secretary of State

2069. Polco. I have received this morning a letter from Molotov advising that Messrs. Zulawski, Krzyzanowski, Kutrzeba and Kolodzewski have accepted the invitation of the Commission to come to Moscow. Kutrzeba arrived yesterday with the four representatives of the Warsaw Govt and the other three will arrive today.
Molotov further states that a Soviet officer delivered the written invitation personally to Witos on June 12 near the town of Tarnow. Witos expressed himself to the officer as grateful for the invitation but stated that unfortunately his health did not permit his being present at the consultation, participation in which he considered it to be the [Page 340] duty of every sincere Pole. Molotov further points out that no written reply has so far been received from Witos.4
