The Ambassador in Guatemala (Long) to the Secretary of State

776. This government is faced with new problem[s] and would greatly appreciate the Department’s views regarding them. Salvadoran Government in exile52 has headquartered in Guatemala City. Revolutionary Junta does not feel kindly toward Government of Osmín Aguirre in El Salvador but it has strictly refrained from any act against [it?] and has followed course outlined in my 767, November 4 [5], 4 p.m.53 up to now.
Guatemala has received visit from Salvadoran Minister of Public instruction54 who has been able to see with his own eyes that Guatemala is making no belligerent preparations and that its frontier is quiet and without military activity. The opposite is true in El Salvador as reported by recent emissary from there who went there to arrange for safe conduct of Salvadoran refugees having asylum in Guatemalan Legation. He saw considerable movement of arms and soldiers towards frontier.
Some pressure is beginning to be felt here for Guatemalan recognition of Salvadoran Government in exile. Any views of Department will be gratefully received.
