539. Your 645, June 21. In view of our traditional attitude regarding asylum in our Missions, and of the fact that asylum has not been extended by you, it is not deemed desirable for you to associate yourself with joint representations.
The Department leaves to your discretion whether you would be justified in informally expressing to appropriate authorities confidence that political refugees will be given every appropriate consideration.
