The Ambassador in Ecuador (Scotten) to the Secretary of State

645. The foreign diplomats who have political refugees in asylum in their Missions are planning a joint representation personally to the President to endeavor to obtain safe conduct for these refugees to leave Ecuador. The Cuban Minister inquired this morning whether I would be willing to join this representation.
While such action on my part might be justified on humanitarian grounds it would appear inconsistent with our general policy regarding the right of asylum and I would appreciate instructions from the Department as to my course of action.
