The Ambassador in Iran (Morris) to the Secretary of State

944. I have received a letter from Schwarzkopf sent to me after full discussion with him of the proposal contained in Department’s telegram No. 697 of November 29 that Schwarzkopf approach Iranian Government on the subject of his assuming jurisdiction over the Iranian city police.

Contrary to the information given to the state [sic] Schwarzkopf has never been approached by the Iranian Government on this subject. Schwarzkopf and I are definitely of the opinion that it is inadvisable that the approach come from the American side.

I am forwarding by dispatch a copy of Schwarzkopf’s letter and my own opinion in regard to this subject.⁴⁷
