The Ambassador in Iran (Morris) to the Secretary of State

939. Foreign Minister Entezam46 told me today that Millspaugh and Prime Minister Bayat have reached agreement by which Millspaugh will accept repeal of his economic powers and remain to administer financial affairs under authority granted by law of 21 Aban.

Mossadegh yesterday introduced into Majlis bill to repeal all Millspaugh powers, including those granted by law of 21 Aban and establish [Page 442] committee of 5 men to supervise operations of Ministry of Finance. His attempt to rush this through failed, however, and Majlis has as yet taken no action on it. Entezam expects that Prime Minister’s bill reported in my 932, December 15 will be adopted.
