697. British Embassy here has again raised question of possibility of Schwarzkopf assuming jurisdiction over Iranian police. Imminent arrival in Tehran of Major Preston after having discussed this and other gendarmerie problems in Washington offers good opportunity to discuss question with Schwarzkopf with idea of arriving at a definite decision. Dept has no desire to put pressure on Iranian Government to accept Schwarzkopf or any other American as police adviser. However, it is understood that Iranian Government has already made tentative approach to Schwarzkopf on subject so that renewal of the discussions at Schwarzkopf’s instance could not be considered as pressure from this end. Please discuss with Schwarzkopf and with Iranian Government if you deem advisable and give Dept benefit of your recommendations. You may inform Schwarzkopf that Dept will support with War his recommendations for increase in staff to meet the added work and responsibility entailed.
