1607. Uncooperative attitude of FNC in Albania to Allied missions and their unwillingness to solicit Allied relief is due in opinion of JIC57 AFHQ to (1) desire to obtain recognition from Allies as sole governmental authority in Albania; (2) fear of economic exploitation by foreigners as formerly by Italians; (3) national pride causing reluctance to admit shortages and weakness to Allies and (4) inherent suspicion of Allied intentions in Balkans especially in support of Greek Irredentism.
