The Minister in Ireland (Gray) to the Secretary of State

198. External Affairs called us on telephone this afternoon and proposed printing both American and Irish aide-mémoires regarding Axis war criminals in view of statement of British Government in the House of Commons this morning. I said that our communication expressing dissatisfaction with Irish reply formed part of the record and I believed it should also be printed or at least the statement that the American Government has expressed the view that the requested assurances had not been given. I said that the memorandum of Brown’s conversation with Walshe which Walshe had made and Brown had approved had become part of the record and would probably be published by you if the complete record were published. Walshe requested time to consult De Valera and later telephoned saying that they would not publish anything until their Legation had arranged with Department what if anything should be published and when. I said that the plan of an agreed release published at the same time seemed the best plan and that we would recommend it.
