ReEmbs 2917, September 18, 7 p.m. On seeing Sampayo yesterday, I took occasion to emphasize once more the subject of war criminals referring to the public action taken by Sweden in this respect. Sampayo took the attitude that we were, in his opinion, becoming unduly exercised about a matter which was largely hypothetical; that Portugal had no intention of placing herself in difficulties over such a question which in any event might not arise at all. He was able to give me no encouragement that any statement on the matter would be issued at this time.
Campbell also spoke to him earlier in the day on this and I am sure that Bianchi who has just arrived will also express the views as reflected from his talks in the Department.
