Department’s 1461, June 9, 10 a.m. In my talk with Vyshinski72 yesterday I informed him that although the President’s views on [Page 610] the subject of unconditional surrender remained unchanged the President had approved omitting the use of the term in connection with the satellite countries by the propaganda services and giving the services a degree of latitude in this connection. Vyshinski remarked that this step was in accord with the British attitude. I said that I had mentioned this question in view of the coming participation of the Soviet representative on the London Propaganda Committee.73
