The Liaison Officer (Wilson) to the Ambassador in Brazil (Caffery)

Washington, September 1, 1943.

Dear Jeff: As Mr. Welles is absent from Washington, I am enclosing, as of interest to you, a copy of Recommendation No. 16 dated August 2146 of the Joint Brazil-United States Defense Commission which recommends the organization of a Brazilian Expeditionary Force composed of an Army Corps of three Infantry Divisions and suitable corps troops.

The annex to this recommendation, which is also enclosed, contains information concerning the materiel and training of this Expeditionary Corps.
