In reference Embassy’s telegram no. 2483 of October 20, 9 p.m. Does Embassy recommend complete freezing subject only to specific licensing, blocking accompanied by general license provisions similar to those of General License No. 53,2 or blocking accompanied by general license providing for certification by the Argentine Central Bank as outlined in the memoranda of the Financial Section of early August which were left in the Department by the Ambassador?3
