The Ambassador in Turkey (Steinhardt) to the Secretary of State
most secret
Ankara, August 6,
1943.
1370. I have learned from a high official of the Turk[ish] Foreign Office that the Turk Ambassador in Rome1 has reported that the Badoglio Government seeks to achieve four objectives.
- (1)
- To take Italy out of the war.
- (2)
- To save the dynasty.
- (3)
- To maintain order throughout the country.
- (4)
- To check the growth of a movement in certain provinces of north-western Italy to become part of France.
