The Ambassador in Bolivia (Boal) to the Secretary of State

521. My 512, July 7, noon.21 The Foreign Minister informs me that the Argentine Ambassador22 called at the Foreign Office this morning and stated that the Argentine Government has made a proposition to the American Government through the American Embassy in Buenos Aires regarding Bolivian rubber production and asked that the conclusion of any agreement with the United States here be delayed pending a reply by our Government to the Argentine proposal. The Foreign Minister said that he saw no option but to agree to await our reply.
Under the circumstances I would appreciate your telegraphing me the substance of our reply to Argentina as soon as possible to show to the Foreign Minister in order to remove this as a reason for delay in signature.
