79. My 64, March 3. Catroux has been persuaded to permit Shukri Kuwatly to return unconditionally but has requested British to inform him he must refrain from stirring up trouble. This has had good effect in Damascus especially as British and French have also publicly declared complete harmony exists between them as regards activities of political agitators, etc. Nine arrests have been made among persons believed to be in Axis pay.
