The Chargé in Afghanistan (Thayer) to the Secretary of State

21. Department’s 6, June 26, 10 p.m. Last night I asked Foreign Minister, whether in view of fact that no reply had been received to Legation’s note of June 25 expressing regret over airplane incident, the case might be considered closed. He replied in negative adding that his Government held British Government responsible in such cases and that he would not be able to give me Afghan Government’s answer until he had had explanation from British Government which he hoped to have upon return to Kabul in about 10 days of British Minister who is now in New Delhi. The latter to whom I sent copy of Legation’s note informed me before his departure that Foreign Minister after receiving my note had asked [Page 61] him for British Government’s views on incident. British Minister answered that he would take matter up in New Delhi.
