309. From McBride.69 Reference Legation’s 308, September 25, 5 p.m.70 concerning German Consul. Secretary of State Simpson came to see me this evening. He stated that since our conference this morning he had talked with President Barclay who had agreed to proceed with expulsion of German Consul and his assistants.
