159. Referring to my 158, May 21. On reconsideration Secretary Simpson, by President’s instructions, notified Wehrle last evening of invitation for all Germans to leave Liberia. It is understood five will leave tomorrow by plane and all others are given 2 weeks within which to depart. Any further developments will be telegraphed.
