The Minister in Iran (Dreyfus) to the Secretary of State

32. Department’s 26, February 5.57 Immediately upon receipt Department’s 19, January 26,58 I handed the Foreign Minister a note which conveyed the reservation of rights and requested the desired assurance. Foreign Minister promised early reply but stated matter was technical and would require study. He added that while he did not understand the points involved he was always glad to have an expression of American interest in Iran’s problems.
Before delivering note I ascertained from British Minister that he had informed Iranian Government of American participation along lines suggested in Department’s 166, December 30.59
